Crazy Quilt is a character created by Jack Kirby and Dick Dillin. A flashbang thrown by a careless police officer scarred his eyes and left him permanently blind, leading him to create a helmet that can control the minds of people and affect their moods by shooting beams of different colors. He uses this device to take revenge on all those who fight crime, and anyone else who may stand in his way. Thankfully, Batman always manages to stop him.
