The Ventriloquist is a character created by John Wagner, Alan Grant, Kim DeMulder and Norm Breyfogle. Despite his powerful status as a boss of the underworld, he is meek and timid, and thus he develops his schemes and plans through Scarface, the dummy who represents his fierce and domineering split personality. The Ventriloquist (who always calls Scarface "Mr. Scarface") and Scarface often have arguments, often with Ventriloquist becoming bolder or Scarface becoming meeker. The Ventriloquist seeks to control all of Gotham City, but thankfully Batman always manages to stop him.
